SARE – Southern Africa Renewable Energy

Advancing the renewable energy industry in Southern Africa while promoting regional sustainable development

In the interest of advancing Southern Africa’s sustainable development, EcoMetrix Africa, a leading company in the business of carbon management & financing, has developed a programme to incentivise broad scale investment in renewable energy technology and reduce dependence on fossil fuels. The initial rollout will start with South Africa and involves the installation and commissioning of renewable energy equipment that will be connected to the national grid.

The Programme is developed under the CDM as a Programme of Activities

The renewable energy technologies used in this programme will result in reduced carbon dioxide emissions thereby contributing to the fight against climate change. The programme is developed under the Clean Development Mechanism (CDM) of the United Nations Framework Convention on Climate Change (UNFCCC) that stimulates sustainable development and emission reductions via the creation of tradable carbon credits. The renewable energy technologies reduce the use of conventional electricity in Southern Africa and its respective countries, which is mainly or partially produced by power plants running on fossil fuels generating the greenhouse gas (GHG) carbon dioxide. The programme provides enrolled projects with additional revenue by monetising the carbon credits through the CDM.

Southern Africa Renewable Energy  Programme

This programme seeks to promote the commercialisation and use of technology that uses renewable energy to generate electricity where otherwise, fossil-fuel fired, grid electricity would be used. The Programme will initially involve the following technologies:

  • Different types of photovoltaic ‘solar’ panels that generate electrical power by converting solar radiation into electricity via a panel composed of a number of cells containing a photovoltaic material.
  • Solar thermal plants, i.e. concentrated solar thermal, that use solar energy to produce high temperatures in a working fluid which is used to produce electricity usually through a steam turbine;
  • Hydro power plants which use the potential energy stored in water reservoirs or the natural course of rivers, to produce electricity;
  • Wind turbine farms which use wind energy converted via a large wind turbine into electrical energy which is supplied to the grid.

What is the role of Coordination and Management Entity (CME)?

The CME is responsible for ensuring that all the requirements of the CDM are met and that emission reduction activities are appropriately monitored and verified. The SARE CME is operated by EcoMetrix Africa and assists project developers to enroll in the programme, fulfil the CDM requirements, monitor emission reductions and commercialise their carbon credits.

The first project activities

The first project activities of this Renewable Energy Programme will be undertaken by MedEnergy at two locations in South Africa where the Project Developer will procure, install and commission two photovoltaic power plants of around 25-50MW each. These initial projects are proposed for the Uppington and Kleinbegin areas of the Northern Cape Province, South Africa. The environmental permitting process has been undertaken in parallel by the developer.
